rk3326 findings

1. default cpu frequency varies from 1.3-1.5ghz based on bins (yes there were bins of 28nm cheap processors)
2. there are a bunch of configurations in the dtb that does the binning but it can be deleted for a fixed peak frequency
3. maximum clock speed is 1.6ghz; locked in firmware (67x24Mhz)
4. the core is 1-wide (configurations?)
5. it's possible to get 1.6ghz with overvolting; don't know if there's a supposed limit to overvolting but it's >= 1.5v
6. overvolting beyond 1.4v is not recommended but who cares about a rk3326's feelings lol
7. the ram is hard to get stable beyond 912mhz (might need overvolting)
